Indirect war against India and our Responses

India is the largest victim of terrorism in the world. As per Terrorism Index Report 2015, India ranks among top four nations along with war torn countries like Iraq, Afghanistan and Nigeria. As per this index, we are more terrorized nation than Syria. This high ranking in terrorist activity is due to huge number of causalities by one sided terror attacks against Indian citizens on Indian soil. Maoist terrorists are also part of the problem and working in cooperation with Pakistan’s Islamic terror mechanism. Though we are neighbor of world’s terrorist capital Pakistan, where dread terrorists like Osama Bin Laden took refuge, there are other factors too which contribute to more deaths of Indians by terrorist attacks.

Today’s uneasy reality is – self-proclaimed religion of peace Islam is one of the main reason behind 95% of terror attacks worldwide. Islamic nations have defined Jihad as per their geopolitical convenience.  Pakistan is best example of it. Pakistan’s formation was purely done of Muslim population. Many areas where Hindus were substantially in large numbers, yet given to Pakistan on the basis of majority. Since then, Pakistani rulers have been eyeing to annex the Muslim majority area of India. To pursue this goal, Pakistan has fought several direct wars and got defeated. However, Indian side was subdued on negotiation table. Tashkent agreement and Shimla agreement are the best suited examples.

 After these unsuccessful wars, Pakistan opted for Jihad propaganda in 1980s. It was easy to revoke medieval invasion agenda after success of Islamic revolution in Iran and lobbying of Islamic nations. Now, this Jihad against non-Muslims is single most unifying factor among Islamic fundamentalist across the globe. Pakistani agencies not only trained, recruited Muslims for Jihad war in their own country, but Indian Muslims were also used for this purpose. Dawood Ibrahim is one of the best examples of it. The proxy war of Jihad is daily phenomena in Kashmir valley, as these Jihadists think that they can easily capture Kashmir due to its Muslim majority. India is among top three targets of Islamic Jihad along with US and Israel; but we don’t deal with it like other two nations do.

According to natural theory of justice, if offenders go unpunished they are encouraged to do more crimes. Sadly, terrorists got away with their crimes in most of the terrorist attacks against India. Porus demography, slow responsive police system and even much slower judicial procedure are few main reason behind the problem. However, most of the time it is our approach which is responsible for our leniency against terrorism.

Our inability to react against a terror attack can be attributed to several factors including demography, political indecisiveness, propaganda campaigns and the political blame games. The media-leftists-activists ecosystem is the strongest factor among them. They influence the public opinion of entire educated folks and the middle-class. The ecosystem is hyper active on the issues like environment, individual crimes, film sensor and even the attacks happening in Gaza strip, but they have never condemned any terrorist attacks on India in true sense. This ecosystem is patronized by Congress party since the time of Nehru. These propaganda guys switch their roles when Congress is not in power. When terror attacks happened during Congress Party’s government they defended every move of the government and played down the intensity and causality of terror attacks. And when non-Congress government is in power, they would blame the government for the attack. They even question the role of the prime minister and the army. It is also interesting to note, in either cases they never condemn Islamic Jihad, the main purpose behind terror attacks against India.

The same ecosystem has also opposed execution the topmost terrorists who killed hundreds of people in India. Their anti-war rant gets the highest pitch when India is attacked. It is amusing to see that some of their ideological opponents have joined them in their campaign against India’s military action option, after recent Uri attack in Kashmir. This new informal coalition is dead against any military response by India against Islamic terrorists. They have been working to play down public anger through several platforms of social media.

However, it is worth reviewing India’s response after every major terror attack. If we take account of all major terror attacks in India, a total of 82 terror attacks took place in India since 1984. This also includes Maoist terrorist attacks and Christian terrorists of north-eastern part of India. For a comparative study of India’s passive approach during different government, two major attacks from UPA and NDA regimes each have been studied. These are: 26/11 Mumbai attacks of 2008, and bombing of September 2011, in Delhi, for UPA government; Pathankot and Uri attacks in 2016 during NDA government.

Starting with 26/11 Mumbai attacks, it was worst terror attack in recent history. 10 members of Lashkar-e-Taiba, an Islamic militant organisation based in Pakistan did 12 coordinated attacks across Mumbai city. The way terrorist executed this attack was unmatched during that time. 171 people were killed and more than 250 people got injured. One terrorist, Ajmal Kasab got caught while rest other got eliminated. Kasab was hanged in Yerwada jail in 2012. Clearly, Indian police force was not ready for such attacks. National Investigation Agency (NIA) was created by the central government after these attacks, and Maharashtra Police formed Force One, special unit to tackle such attacks. All countries and United Nation condemned it. Despite clear proof of involvement of Pakistani officers, and related dossiers being sent to Pakistan by Indian government, mastermind and financers of 26/11 attacks have not brought to the justice till date. All terrorists stayed in India for a week, visited target places did planning with local support. However, the local support was never investigated. The domestic helpers of the terrorists were never investigated or prosecuted. Some leaders from ruling Congress party tried to influence the investigation by blaming a Hindu organization for these attacks. Even till date, the cases at different courts in India, Pakistan and US are going on. No corrective action taken against the perpetrators.

Another case is of bombings of September 2011 at Delhi High Court; it killed 17 people and injured 76. It was executed by Harkat-ul-Jihad al-Islami (HuJI) terrorist group. HuJI had already done several attacks at different places of India. It was done by Kashmiri Jihadi with full support from Pakistan. Only 5 out of 8 terrorist got arrested. Trial is still on even after five years. No action was taken against the source and the organization. Local support was never investigated in this case as well.

Now, coming down to the attacks happened during NDA regime. People had great hope that new government may act in better way. It would be interesting to see the investigation pattern and their comparison. Case study of Pathankot Attack is done in this lieu to highlight the difference if any. On 2 January 2016, at least six heavily armed men attacked the Pathankot Air Force Station, part of the Western Air Command of the Indian Air Force. They killed 6 soldiers before gunning down by armed forces. It was handy work of Pakistan based terrorist organization, Jaish-e-Muhammad. Round of condemnation took place from home and abroad. The investigation and reaction against this attack happened in similar ways. Indian government even allowed Pakistani investigators to visit the incident place which was proven futile later. Talks were halted and later restored, and finally stopped. In this attack also, the local support was never investigated. Despite evidences of Pakistan’s involvement, no surgical action taken. Pathankot attack was unique failure of our approach against terror and Pakistan, because only few days before these attacks, India prime minister had visited Pakistan as goodwill gesture.

In similar fashion of Pathankot attack, another terror attack took place within a year in Uri, Kashmir. On 18 September, four Jaish-e-Mohammed terrorists attacked headquarters of the 12th Brigade at Uri in Baramulla District, killing 18 soldiers and injuring around 20. It was one of the deadliest attacks on security forces. Routine condemnation took place after this attack too. Involvement of Pakistan is clear in this attack too. And as usual, Pakistan is in denial mode. Going a step ahead this time, Pakistan army chief issues a pre-emptive nuclear threat against any possible surgical action by India against the terrorists. After 2 days of Uri attack, Pakistani army has opened fire at Indian posts along the Line of Control. Till the time of the completion of this article, the firing by Pakistani army was on.

We have seen these four outline case studies of terror attacks and Indian government responses. There is not much difference between their approaches. The local support and domestic support system are still missing from investigation radar. Pakistan continued to be treated like a favorable nation of Nehru through river water treaties, international trade favors, much open and favorable people-to-people contacts for Pakistanis to make huge money through Hindi film industry and crying for Ahimsha to rule out any surgical strike against terrorists.  Our tendency of not punishing the terrorists might cost more lives in future. We can only hope that our government take different step from the conventional apologetic Nehruvian approach at the cost of own lives.
